[POE IPEA] EVALUATION OF THE PROGRAMME MINHA CASA, MINHA VIDA: URBAN INSERTION, ACCESSIBILITY, INPUTS AND PRODUCTION COSTS

[Resume] It is about the research Project financed by IPEA (Institute of Economic Applied Research) – IPEA/PNPD Nº 103/2013 – in the sphere of the Research Subprogram for National Development – PNPD of the Mobilization Programme of National Competence to Studies of Development – PROMOB. The objective of the research is the elaboration of an evaluation of PMCMV, in the mobility viable with FAR (families with monthly income range until RS 1.600,00, where the housing deficit is more concentrated) resources, through the obtaining of primary data in a sample of the programme beneficiaries.
Inserted in this general objective, this proposed Project pretends to subsidise the elaboration and application of the residences post-occupancy evaluation focusing on the functional, behavioural and environmental aspects, as well as the analysis of the obtained data to subsidise future improvements in the question of quality of the housing of the programme. As part of the research, will be elaborated a pilot in the city of Uberlândia – MG.
With a mark of 2 million of housing units contracted within almost 1 million were delivered in October 2012, the Programme Minha Casa, Minha Vida (PMCMV) has generated a considerable impact in the economic, social and urban infrastructure of our country. In this sense, it is highlighted the importance of constant accompaniment of its results through post-occupancy evaluation, in a way to upgrade its execution and, with this, reach the promotion of an equal development, recognizing the paper of the Estate, public politics and planning while fundamental ingredients in the process of social equality change.
This proposed Project intends to insert itself primordially in the thematic axis of IPEA (Economic, Social and Urban Infrastructure), in which the infrastructure and base logistic adequacy must be inferred as a fundamental dimension of national development. It must be considered the actualization of the Brazilian energetic matrix and the adequate expansion of the country’s economic and social infrastructure, with the spotlight to the complementarity between housing, sanitation and mobility. All the modal transports, energetic fonts and telecommunication – and the interconnections existents between such dimensions – complement the economic and social infrastructure frame necessary to the national development.
Also relevant to the project is the environmental, social and economic impact dimension of this actual housing production in our country. The environmental sustainability is affirmed as a transversal dimension inseparable of the others (economy and society). Biomes of high relevance must be a target of protection and strategic initiatives. The access to potable water and the adequate sanitary conditions are fundamental actives in the development conception that are made imperative between the peoples of the world. The conservation of hydrographic basin, therefore, must be compatibilized with the economic activities in general and with ongoing urbanization processes in the world. The management of Brazilian biodiversity and biotechnology converts itself equally in economic and politic active to the international insertion sovereign in the country. Lastly, the climatic changes and the global warming phenomenon must receive special attention and prospective treatment so that its reach on the biomes and humanity itself becomes known, and to formulate preventive politics in time.

Will be structured in two moments: (i) Analyse evaluative surveying already elaborated by IPEA through the System of Indication of Social perception (SIPS) in the chosen modality in national sphere to perceive fragilities and positive points in its methodology; (ii) Proposal of Post-Occupancy Evaluation in Housing Units in the city of Uberlândia that belong to the first phase of the PMCMV focusing on functional, behavioural and environmental aspects as a methodological ponderation point to the general project.
